An update and overview

Westchester County officials offered this update on local communities:

Con Edison reports 49 customers without power in Harrison, 64 in Scarsdale and 9 in New Rochelle. There are also scattered outages throughout the county in the single digits.

Rye: There is significant flooding, but conditions are improving. Numerous homes have been evacuated, using front end loaders and boats where necessary. Rye Country Day School has been opened as an evacuation center.

Port Chester: Experiencing some flooding, but no major issues to report at this time.

Rye Brook: Has evacuated 10 houses without power.

Mamaroneck: Several areas have been affected flooding, with partial evacuations: Winfield Ave, Urban Ave, James Street, Ellis Place, Chestnut Ave, Villa Ave, 1St Street. 2nd Street, 3rd Street, Howard Ave, Meadow Street, and Hillside Ave.

A ramp to nowhere

Reporter Shawn Cohen, heading eastbound on the Cross County Parkway, says the ramp to both the Sprain and Bronx River parkways is closed down, causing an unusual traffic hazard—drivers turning around and going the wrong way up the ramp to get back from whence they came.

Midland Avenue closure

Bronxville school flooding

Hannan Adely reports from Bronxville’s high school and middle school, where two parking lots, a playground and part of a grass field are flooded, along with the first floor of the school building.

Students were officially dismissed for the day at 11:30 a.m., but many had already left earlier.

They told her the water started rising on the first floor at about 8 a.m. and students there were moved to the second floor. Students who had lockers on the first floor weren’t able to retrieve their belongings before being sent home.

Eighth grader Sarah Monaco said the water that flooded the first floor smelled “like sewer water.” She planned to spend the unexpected day off relaxing with two friends.

New Rochelle road closings

Reporter Caren Halbfinger says she’s found a handful of road and intersection closures in New Rochelle:
—Pinebrook Boulevard at Stratton Road, to Tulip Lane—The intersection of Pinebrook and Van Etten—Wilmot Road at Grand Boulevard—Wilmot at Sprague—Mount Tom Road

Police are posted at those locations to detour traffic.

I was dispatched to find flooding on Fifth Avenue in New Rochelle and came across a small lake at the intersection with Portman Road near City Park.
The road was closed and a city crew was trying to remove debris from catch basins so the water would recede.
“I’ve never seen it like this,� said Anthony Russo, who was driving a backhoe.
Another worker remarked that “if we have to bring a backhoe out, it’s really bad.�
Pragnesh Patel, the manager of a nearby deli, said the intersection floods in heavy rains.
“Its bad for business,� Patel said. “They block the roads.�
As I stood near the flooding to take a photo with my cell phone, a city worker drove up and asked if I was OK. He thought perhaps my car was stuck in the lake.
Asked where else it was flooded in New Rochelle, he responded, “Where isn’t it flooded?�
Despite the road being closed, buses from a nearby yard barreled through the flooding. I took a picture of one and then ran as the water it displaced was about to wash over my shoes.
